Captain Christopher L. Abbott United States Navy

A 1982 graduate of Virginia Military Institute, Capt. Abbott earned a Bachelor's of Science degree in civil engineering and was commissioned through the NROTC program. He reported for duty to the USS Benjamin Stoddert (DDG 22), homeported in Pearl Harbor, Hawaii in November 1982 where he served as communications officer and first lieutenant. He was designated surface warfare officer in 1983.

In August 1985, he reported for duty as towed array surveillance system officer aboard the USS Hewitt (DD 966), homeported in San Diego, Calif. and qualified as tactical action officer. In June 1987 he reported to Training Command, Pacific as a training specialist.

In August 1989, Abbott reported to Naval Postgraduate School in Monterey, Calif. and earned a Master's of Science in meteorology and physical oceanography. He was selected to become a Naval oceanographer (1800 community) in August 1991. In January 1992, he reported to Naval Oceanography Command Center in Guam for his initial tour as an oceanographer where he served as assistant operations officer.

Abbot reported to Commander Cruiser Destroyer Group Two in Norfolk, Va. as assistant operations officer and staff oceanographer in April 1994. He qualified as flag tactical action officer.

In March 1996, he reported to U.S. Strategic Command at Offutt Air Force Base, Neb. as the chief of command center meteorological operations. As a member of the commander's battle staff on the Airborne Command Post, Looking Glass, Abbott completed 110 missions in support of strategic tasking, logging more than 600 hours in the USAF EC-135 and the USN E6-B. He earned his Naval Aviation Observer wings in October 1996, completed Air Command and Staff College seminar, attended Joint Forces Staff College and was designated a joint specialty officer in November 1999.

In July 1999, Abbott reported to Naval Meteorology and Oceanography Command headquarters at Stennis Space Center, Miss. as a division head. In July of 2000, Abbott assumed command of the regional Naval METOC Facility in Pensacola, Fla.

In September of 2002, he reported to staff commander, Fleet Forces Command in Norfolk, Va. as a requirements officer and N8 ForceNet division head. Fourteen months later in November of 2003, Abbott reported to Staff Commander, Naval Network Warfare Command as director of FORCEnet experimentation and innovation.

His personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal with Gold Star, Air Force Aerial Achievement Medal, Navy Marine Corps Commendation Medal with Gold Star, Navy Marine Corps Achievement Medal with Gold Star and various campaign service medals and unit ribbons.

Rear Admiral Christopher C. Ames Commander, Amphibious Group Three

Rear Admiral Christopher C. Ames is a native of Stamford, Conn. He graduated from the United States Naval Academy in 1976 with a Bachelor's of Science degree. Designated a naval aviator in July 1977, he joined Patrol Squadron 48 (VP-48) at NAS Moffett Field, Calif. Flying the P-3C Orion, he conducted operations with VP-48 throughout the western Pacific and Indian Oceans. In 1981 Rear Adm. Ames served with the joint staff (J5) and subsequently acted as aide/administrative assistant to the deputy chief of Naval operations (Plans, Policy and Operations) in Washington, D.C. This was followed by a tour as flag lieutenant to commander third fleet in Pearl Harbor, Hawaii.

Rear Adm. Ames was assistant navigator in USS America (CV 66) from 1983 until 1986 with operations in the Atlantic, Mediterranean and Indian Oceans. After a tour with Patrol Squadron 30 (VP-30) as instructor pilot and maintenance officer, he joined Patrol Squadron 24 (VP-24) as operations officer in 1987, conducting deployed operations from bases in Iceland and Bermuda. Rear Adm. Ames next reported to the Bureau of Naval Personnel in Washington, D.C., where he served as assistant Washington placement officer, responsible for the placement of Naval officers in the executive branch, the office of the secretary of defense and the Navy staff.

In 1990, Rear Adm. Ames commenced advanced studies at Harvard University, earning a master's degree in public administration from Harvard's Kennedy School of Government in Cambridge, Mass. He then commanded Patrol Squadron 16 (VP-16) through 1994, operating from Spain, Iceland, Panama and Puerto Rico, after first serving as the squadron's executive officer. Following surface command training in 1995, Rear Adm. Ames acted as operations officer to Commander, Combined Naval Forces, Operation United Shield aboard USS Belleau Wood (LHA 3) during the withdrawal of United Nations forces from Mogadishu, Somalia.

Rear Adm. Ames assumed command of USS Tarawa (LHA 1) in 1996, following a year as the ship's executive officer. During his command, Tarawa deployed to the Persian Gulf, participated in Operation Desert Strike, and earned the Pacific Fleet's Golden Anchor Award for retention excellence, while receiving other national and secretary of the Navy awards.

In 1998, Rear Adm. Ames joined the U.S. Pacific Command where he served as current operations officer and then as deputy for operations. Rear Adm. Ames assumed command of Amphibious Squadron Three and the Bonhomme Richard Amphibious Ready Group in 2000. He led the Amphibious Ready Group to a Persian Gulf deployment in support of Operation Enduring Freedom.

Selected to Flag rank, he reported to the U.S. Transportation Command in April 2002 where he served as the director of Strategy, Plans, Policy and Programs (J-5) during Operations Enduring/Iraqi Freedom. In this capacity', he supported the command's global responsibility to provide strategic mobility to all U.S. military forces.

Michelle Bailey

Deputy Chief Engineer, Space and Naval

Warfare Systems Command

Michelle Bailey, a member of the Senior Executive Service since July 2005, is the deputy chief engineer for the Space and Naval Warfare Systems Command (SPAWAR). Her responsibilities include bringing the FORCEnet architecture into existence Navy wide and ensuring that system engineering is done effectively and efficiently across the SPAWAR Enterprise.

Previously, Bailey was the communications program office program manager for the program executive officer of Command, Control, Communications, Computers and Intelligence and Space (PEO C4I and Space) in San Diego. She was responsible for all Navy satellite communications terminals and line of sight radio systems. These included the Navy Extremely High Frequency Satellite terminals, the Super High Frequency terminals, the commercial C-band terminals, the International Maritime Communications Satellite terminals, the Navy's portion of the Global Broadcast Service terminals, Iridium Hand-Held Satellite Terminals and the Television Direct-to-Sailor systems. Associated with these was managing terrestrial infrastructure and commercial satellite transponder leasing. Line of sight systems included HF, VHF and UHF radios. In addition, she was responsible for global positioning system user equipment on both ships and naval aircraft, and the combat survivor/evader locator system.

She previously worked in SPAWAR PMW 157, the Naval Command and Control Systems Programs Office, where she served as program integrator, bringing the three Joint Maritime Command Information System variants together with common computer hardware and common processes. She also managed the information technology for the 21st century pilot installation aboard the USS Lincoln Battle Group and the USS Essex Amphibious Ready Group.

Prior to joining SPAWAR in 1996, Bailey worked for 22 years at the Naval Air Warfare Center China Lake near Ridgecrest, Calif. She served as range architect, managing the acquisition of modern range equipment; branch head of the advanced signal processing branch, leading a team of engineers and technicians who worked on infrared and image signal processing for airborne weapons; system engineer for the Sidewinder AIM-9R missile, responsible for all aspects of the missile's design and testing; lead software engineer for the Sidewinder AIM-9R missile, leading a team of government and contractor employees who wrote the Sidewinder software; and software analyst for several missile systems including the Sparrow Missile, the Advanced Medium-Range Air-to-Air Missile and the Missile Homing Improvement Program.

Bailey also took a one-year tour with the chief of Naval operations (CNO) (N091) directorate for test and evaluation and technology requirements in Washington, D.C.

Bailey earned a Bachelor's of Science degree in computer science from the Naval Postgraduate School in 1980 and a Master's of Science degree in computer science from California State University, at Chico in 1984.

Bailey has been awarded the Navy's Meritorious Civilian Service Medal for work while on the staff of the CNO and the Naval Air Warfare Center China Lake's Technical Director's Award for her work on the Sidewinder Missile program. She was also awarded the Navy's Superior Civilian Service Medal for her role as program manager of Navy communications.

Dennis M. Bauman

Dennis M. Bauman, a native of Lewistown, Pa., received his Bachelor's of Science degree from Pennsylvania State University in 1971. He served as a Lieutenant (jg) in the U.S. Navy until 1975, as a weapons officer and qualified surface warfare officer aboard an amphibious warship. Bauman returned to the University" of California at San Diego where he earned his Master's of Science degree in computer science in June 1977.
