Casinos commit to slow growth: San Diego tribes take cautious approach to new state compacts.

Three San Diego County Indian tribes are well on their way to expanding their casinos beyond the state's previous limit of 2,000 slot machines.

The Pala, Pauma, and Viejas bands were among five California tribes that signed a complex new agreements with Gov. Arnold Schwarzenegger last week. The Legislature and the federal government have yet to approve the deals.

Among other things, the agreements give the ailing state budget a $1 billion infusion, and a portion of casino income every year.

Leaders of the affected tribes told the media last week they planned to expand slowly.
