Article Excerpt Seldom, if ever, do I thoroughly read a government report on the behavioral health field because most of them seem so fraught with doom and gloom. However, the 2003 final report by the President's New Freedom Commission on Mental Health was heralded with much cymbal clashing and gong banging because the President, not some cabinet secretary or special czar, commissioned it. Besides its presidential mandate, this report caught my interest because I wondered how the follow-up recommendations to the gloomy preliminary report a year earlier could help such a self-proclaimed crumbling, bumbling, ineffective mental health and substance abuse system.
To my surprise, the final report is upbeat and optimistic....
