Seventy-nine percent of Iraqis voted in support of a new constitution, the nation's electoral commission announced Tuesday. It's misleading, however, to present the results in aggregate. While the constitution won strong support in many parts of Iraq, voters in three provinces rejected the document, one of them by a margin of 97 percent.

The divisions expose Iraqi unity as more of a hope than a reality, making a deadline for U.S. military withdrawal more critical than ever.
