It's 12:40 p.m. on a Tuesday, and Sally Martin is behind the bar at the Third Rail Pub in South Elgin, waiting to see if lunch hour will be a boom or a bust.

The 115-year-old tavern on the east side used to hire extra help to serve the people who ate there, but not since a swell of businesses and restaurants popped up on the village's slice of Randall Road, Martin said.

The source of her woes, she said, lies at the end of the block, where village trustees meet on the second floor at village hall.
