A business pressure group is reacting with alarm to the spectre of congestion charging schemes being rolled out across the UK.

The Forum of Private Business (FPB), a leading critic of the London congestion charge, said news that the Transport Secretary Alistair Darling is handing out GBP18m to 44 councils to investigate congestion schemes, would send a shiver down the spine of small business owners.

"Congestion charging schemes, or more accurately road tolls, are a tax on business, on shopping and on employment,' said the FPB's Chief Executive Nick Goulding.

"The FPB has stark and compelling research showing that small businesses in London have been devastated by the congestion charge. For example well over half, 58 per cent, of our members have seen a drop in profits since the scheme was introduced in 2003.
