In short, San Diego is falling short in its recycling, and if things don't improve, it may well cost the city big time in hard cash that we don't have.
Unlike the budget and pension issues, though, the environmental issue is not complex. Very simply, San Diegans need to recycle more and throw away less--starting now. If we don't start changing our habits immediately, the state could start levying a daily fine of up to $10,000.
