Gov. Ted Kulongoski's critics can no longer say the governor hasn't made even a single bold, visionary move since he was elected.

On Monday, he laid that accusation to rest by defying the state Legislature and putting Oregon where it belongs - at the forefront of the fight against global warming.

Kulongoski vetoed a legislative provision that prohibited the state Department of Environmental Quality from spending money to adopt or enforce tougher state auto emissions standards.
