The 2003 Abu Ghraib prisoner abuse scandal is back in the news. On May 2, Army Pfc. Lynndie England, whose smiling, thumbs-up poses next to humiliated Iraqis made her the face of the scandal, pleaded guilty to seven counts of mistreating prisoners. Two days later, the judge declared a mistrial and threw out her plea after conflicting testimony by the convicted ringleader of the scandal.

Questions are in the air again about our country's actions in that Iraqi prison and in the prison at Guantanamo Bay, Cuba.

The present administration may deny that it tortured or may seek to mitigate the seriousness of the charge. But the International Committee of the Red...
