Article Excerpt In mid-June, former IFA Chairman and Eagle Alliance Partners Managing Partner James H. Amos, Jr. and IFA Vice Pres. of Government Relations John Gay appeared before the U.S. House Subcommittee on Veterans Benefits to testify on the Veterans Self-Employment Act of 2004. The measure, as proposed, would, for the first time, enable veterans who become franchisees to utilize a portion of their educational entitlement to pay for the training portion of a franchise acquisition.
As with any legislative initiative, many steps must be taken before draft legislation is finalized. Then the legislation must be approved by both houses of Congress and signed by the president before becoming law.
House Veterans Benefits Subcommittee Chairman Henry Brown of South Carolina favors the idea in concept and, during the hearing, requested that both the International Franchise Association and representatives of the U.S. Department of Veterans Affairs meet to iron out differences in the proposed measure.
