Thirty-one years after he raised a furor by suggesting Eugene schools needed kindergarten, former Superintendent Tom Payzant is still beating the drum for early childhood education.

In an address to the City Club of Eugene on Friday, Payzant, now superintendent for Boston Public Schools, said universal preschool holds the most promise of any current school reform strategy to narrow the stubborn achievement gap separating children by race and socioeconomic status and ensure that all students earn a high school diploma.

"Within the next three or four years (Boston) will have full-day programs for 4-year-olds," he said, adding that he'd like to see it expanded to include 3-year-olds, too.

Similar remarks about the benefits of kindergarten met with rebuke here in Eugene in 1974, when Payzant - hired at 32, the district's youngest superintendent before or since - was in his second year on the job. He'd made adding...
