The National Highway Traffic Safety Administration's (NHTSA) crash-testing program is out of date and its reporting process is too slow, according to a recent report of the Government Accountability Office (GAO). (Vehicle Safety: Opportunities Exist to Enhance NHTSA's New Car Assessment Program, No. GAO-05-370 (Apr. 29, 2005).)

The current tests are no longer as useful as they once were, given the increasing popularity of pickup trucks, minivans, and SUVs, the GAO found. The larger vehicles present new dangers such as rollovers and incompatibility with smaller cars in crashes.

Under its New Car Assessment Program (NCAP), created in 1978, NHTSA conducts vehicle crash and rollover tests to encourage design improvements and to inform consumers about vehicle safety. Each year, it tests new cars, light trucks, vans,...
