President Bush's speech Tuesday night was worse than a disappointment. His assessment of the U.S.-led war in Iraq was disturbing in its lack of specifics, candor and clarity.

Judging from Bush's remarks, the administration has no strategy for bringing the war to a successful end, beyond doing exactly what it is doing now - a prescription for open-ended war.
