Township government was developed for a rural society in which transportation was slow and difficult. Today, 17 Illinois counties and Chicago do not have operating townships. Does Cook County need township government? A study in Cook County showed that township government is an outmoded, inefficient and unnecessary. Even though townships are limited-function local governments, Cook County townships budgeted over $91 million in fiscal year 2004.
