The Indianapolis Airport Authority is negotiating with a group led by a former U.S. assistant energy secretary and high-powered ex-utility officials to operate the energy plant for the midfield airport terminal.

Among principals of BHMM Energy Services LLC is Vicky A. Bailey, who recently completed a term as primary adviser to U.S. Energy Secretary Spencer Abraham. Previously, she was president of Plainfield-based electric utility PSI Energy Inc.

Indianapolis-based BHMM is a joint venture with Citizens Energy Services Co., a subsidiary of Indianapolis-based Citizens Gas & Coke Utility. The venture is the preferred of three bidders to run the plant under a 10-year contract still being negotiated, airport leaders confirmed.

Newly formed BHMM also might seek contracts to operate other energy facilities "not only here in Indiana but across the country," said William G. Mays, another principal of the venture and owner of Indianapolis-based Mays Chemical Co....
