SPRINGFIELD - To sort through just how the state's proposed medical malpractice reforms will affect the suburbs, consider the examples of David Rasmussen of St. Charles and Alex Ruppenthal of Naperville.

Rasmussen and his family received a $2.4 million settlement after a hip replacement surgery left him paralyzed on his right side.

But after legal fees, medical bills and a theft from his trust fund, the St. Charles family had to go on public aid.
