Workers who receive welfare benefits should be protected from sexual harassment and racial discrimination just as regular employees are, the Second Circuit has held. For the first time, a court has ruled on whether Title VII of the Civil Rights Act applies to people in the so-called workfare program. (United States v. City of New York, 359 F.3d 83 (2004).)
