In her March 11 guest viewpoint, House Speaker Karen Minnis tells Oregonians to be happy about the budget agreement recently reached by legislative leaders. But no one knows what effect the agreement will have on funding for vital services for seniors, children and other Oregonians.

Legislators agreed on a number; they did not say what that number will mean for people. Based on a review of Gov. Ted Kulongoski's budget, significant reductions in services will be un- avoidable.
