Two years ago, the Fern Ridge Library District provided heartbreaking proof of how Oregon's double majority requirement thwarts democracy. Nearly three-quarters of voters approved a property tax levy for the district, but the levy failed because the election attracted a turnout of only 45 percent. The measure passed by 1,126 votes and fell only 286 short of the 50 percent threshold, but the nonvoters carried the day. The Legislature ought to fix this glaring inequity.
