Propulsion testing at Stennis Space Center has gotten a lift from work being done by engineer Haynes Haselmaier, who is employed by the University of Southern Mississippi (USM) through the Intergovernmental Personnel Act (IPA) program to provide design and consulting assistance to NASA's John C. Stennis Space Center Propulsion Test Directorate.

The IPA program allows NASA to pay Haselmaier through Southern Miss for his very specialized expertise in designing valves for the testing program. The agreement gives NASA flexibility in its ability to share Haselmaier's expertise among NASA centers or with contractors working for the space agency.

The IPA program provides more stability for Haselmaier, who has done engineering work for NASA for about 30 years either as a contractor or a subcontractor, working out problems in the rocket propulsion...
