The three ruling parties approved Friday a government plan to introduce a new wage system for central government officials based on competency and achievements of employees, party officials said.

The Liberal Democratic Party, the New Komeito party and the New Conservative Party endorsed the outline of the reform of the public-servant system, which also called for establishing clear-cut regulations for a practice called ''amakudari'' (descent from heaven).
