Japan's Finance Ministry on Thursday proposed a 26,792 billion yen ''zaito'' fiscal investment and loan program for fiscal 2002, down a record 17.7% from the current fiscal year's initial program.

The cut in the program for a third straight year reflects Prime Minister Junichiro Koizumi's efforts to streamline special government-affiliated corporations and the drastic reform of the program that allowed public entities to issue their own bonds, mostly without government guarantees, to raise funds from fiscal 2001.
