The Finance Ministry on Thursday proposed an 81.23 trillion yen general account budget for fiscal 2002, down 1.7% from the initial fiscal 2001 budget for the second straight year of decline.

The general account budget for fiscal 2002 tops 80 trillion yen for the fourth straight year, but it is the smallest in four years. Dubbed the ''reform implementation budget,'' it is aimed at supporting Prime Minister Junichiro Koizumi's economic structural reform efforts, including fiscal overhaul.

The draft budget, endorsed at a cabinet meeting, also includes 47,547.2 billion yen in spending on discretionary policy steps, known as general expenditures, down a record 2.3% from the initial budget for the current fiscal year.
