The fates of a junior college in northeastern Japan and 265 Chinese students scheduled to be enrolled in October hang in the balance as immigration authorities have refused to grant them student visas.

Immigration authorities said the number of new students exceeds the school's quota even though junior colleges nationwide are plagued by financial difficulties due to a declining youth population.
