Japanese women are falling further behind women in other countries in terms of being able to participate in economic and social activities and assume decision-making roles, according to a government white paper released Friday.

The cabinet approved the ''FY 2000 Annual Report on the State of Forming a Gender-equal Society'' on the day. Chief Cabinet Secretary Yasuo Fukuda, the cabinet member in charge of promoting gender equality in Japan, had presented the report.
