In 1994 a purchasing system was introduced for mobile phones, which had previously only been available for rental. This, plus the appearance of personal handy phone system (PHS) phones -- the ''poor man's mobile'' -- in 1995, triggered a mobile phone boom. As of the end of March 2001, there were 60.94 million mobile phones and 5.84 million PHS units in Japan, and the combined distribution ratio had reached 52.6%.
