COOS BAY - To Jody McCaffree, it's an unacceptable risk, painting her hometown with a target for terrorism. To Bob Braddock, it's an undeniable boon, offering much-needed jobs and economic development.

Whether a liquefied natural gas terminal is built here may come down to whom the community agrees with more.

Braddock wants to build a terminal on the North Spit, Coos County's most fertile ground for new development, say its civic and business leaders.

Braddock's brand-new company, Energy Projects Development of Evergreen, Colo., would construct a terminal, a holding tank, a receiving dock and a small power plant to supply energy to the facility. Then he'd charge distributors from places as far off as Algeria and Trinidad and Tobago and buyers such as Northwest Natural Gas for using the terminal. From there, the gas would be shipped via the county's pipeline to customers in Coos Bay and the Willamette Valley.

Today, there are only four such terminals in the continental United States.

The proposal is at least four years from reality, thanks to the barrage of permits that must be obtained and a two-year construction estimate.

But if it's approved, the $100 million to $150 million project could bring 250 construction jobs and then 50 permanent jobs to the Bay Area.

Perfect fit?

At first glance, Braddock's Jordan Cove Energy Project would seem to have found a perfect fit in Coos Bay. Natural gas is the cheapest, cleanest fossil fuel on the planet. The country is heavily dependent on Canada for its supply, which makes competitive pricing hard to come by. LNG...
