Plum library request rejected:

Lombard voters deny the Helen M. Plum Memorial Library's request for a property tax increase to pay for construction of a new 79,000-square-foot facility on the site. Voters also rejected a second tax hike to fund operations. Library officials are reviewing their plans and their site options.

Police chief flap in Oak Brook:

Oak Brook Village President Kevin Quinlan appointed John Carpino acting police chief without consulting trustees. The village board refused to pay him until a judge ruled that Quinlan was within his right. The result: Oak Brook still has no police chief, and two other top commanding positions in the department have yet to be filled.

Police open cold case:

Oakbrook Terrace police reopened the unsolved case of its one and only murder in the city's history.

Lynda Ann Dunlap, 21, of Elmhurst was found dead in a field Dec. 27, 1979, by a couple of kids walking a dog. She had been on leave from a halfway house for the holidays when she was killed. She planned to meet with friends but never showed up, police said.

Police later learned she had been killed that night in a field near 16th Street and Ardmore Avenue. Someone had struck her in the head with an object.
