Lockheed Martin Systems Integration, Owego, N.Y., is being awarded a cost-plus-award-fee contract with a total estimated value of $1,788,697,873 for the system development and demonstration of the Presidential helicopter replacement (VXX). The SDD phase will consist of engineering design and integration activities for the various communications, navigation, and mission systems required for the Presidential Helicopter support mission. It also includes a comprehensive test and evaluation program, as well as production of the five aircraft that will introduce the initial operational capability in fiscal year 2009. Work will be performed in Owego, N.Y. (31 percent); Amarillo, Texas (27 percent); Yeovil, United Kingdom (21 percent); Agusta, Cascina Costa, Italy (15 percent); Lynn, Mass (3 percent); Rancho Santa Margarita, Calif. (1 percent); Grand Rapids, Mich. (1 percent); and Denton, Texas (1 percent), and is expected to be completed in September 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured by a request for proposals; two firms were solicited and two offers were received. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-05-C-0030).

Electric Boat Corp., Groton, Conn., is being awarded a $149,982,200 cost reimbursement modification to previously awarded contract (N00024-02-C-2901) for the conversion of USS Michigan from Ohio Class ballistic missile submarine SSBN 727 to Ohio Class guided missile submarine SSGN 727. The conversion will be conducted concurrently with the ship`s engineered refueling overhaul being performed at Puget Sound Naval Shipyard. Work will be performed in Puget, Wash. (67 percent); Quonset Point, R.I. (23 percent); and Groton, Conn. (10 percent) and is expected to complete by December 2006. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

DynCorp Technical Services LLC, Fort Worth, Texas, is being awarded a $137,418,875 cost-plus-award fee/cost plus incentive fee contract with award term provisions, for operation and maintenance of the Atlantic Undersea Test and Evaluation Center (AUTEC). The AUTEC is a major range and test facility base providing both deep and shallow water test and training environments. This maintenance and operations contract will support the scheduling and conduct of test programs, operation of range instrumentation, test support systems, and performance of all base operations functions.
