Where does the California economy find itself at year's end, and what does it portend for 2005?

Three exhaustive studies do not paint a very pretty picture. In its annual rankings of small-business-friendly states, Small Business & Entrepreneurship Council's Small Business Survival Index 2004 ranked the Golden State dead last among 50 states.

California fared only a little better in the Economic Freedom of North America 2004 annual report, put out by the Fraser Institute of Canada and the National Center for Policy Analysis of the United States. But coming in 26th and 40th in the report's two categories is nothing to crow about.
