Richard Rider and Edward Teyssier are forcing San Diego's hand.

Rider and Teyssier want to end the recent 25-cent-per-hour increase on the city's parking meters, which they argue is a backhanded way of passing a tax increase--without voter's say-so.

They are serious about the issue--serious enough that they filed a lawsuit against the city on Sept. 22. The lawsuit is an attempt to force a public vote on the increase in parking meter rates, they said.
