McKENZIE BRIDGE - The Eugene Water & Electric Board is taking its first steps toward renewing its federal license for the 40-year-old Carmen-Smith Hydroelectric Project in the upper reaches of the McKenzie River.

EWEB officials don't want the journey to be as long and grueling as the 12-year struggle to obtain a new license for the Leaburg-Walterville hydro project on the lower McKenzie.

"I do hope we'll get through this in a reasonable amount of time," EWEB spokesman Marty Douglass said.

But as with the previous relicensing effort, the fate of threatened species of fish will dominate deliberations over the utility's bid to continue operating the Carmen-Smith project, which powers 17,500 Eugene homes.

Renewing a federal hydroelectric license is time-consuming and expensive. Legal skirmishes were the main reason it took EWEB so long to get a new license for the Leaburg-Walterville project, and the tab there will exceed $50 million by the...
