The go-home deal that ended the longest legislative session in Oregon history was an $800 million budget-balancing package of tax increases. If reaching agreement on the package had been simple, lawmakers would have gone home earlier. As it is, House Bill 2152 is a collection of eight tax changes that were carefully engineered to attract the requisite 60 percent support in both the House and Senate. Oregonians now must put themselves in legislators' shoes and become acquainted with the details of the measure.
