California is a noted exporter of political ideas, and for that reason the recall campaign against Gov. Gray Davis has stirred apprehensions in the 18 other states, including Oregon, that allow voters to kick elected officials out of office. Nothing protects an Oregon governor from being recalled for any reason the voters deem legitimate. But Oregon's recall process does not invite the same degree of political gamesmanship.
