"Curiouser and curiouser," Alice said about a topsy-turvey world where eating one thing made her tall and drinking something else made her small.

The same phrase could be used to describe the city of Eugene's bewildering system of regulating garbage service.

As The Register-Guard's Joe Harwood noted in stories in the June 21 edition, the city's rules are intended to ensure that there is competition and choice for residents when it comes to garbage collection. But they have been remarkably unsuccessful in accomplishing either of these goals.
