In its original form, which has passed the Oregon Senate and is now mired in the House Rules Committee, the required number of signatures for sponsors of an initiative to obtain a ballot title would dramatically increase from the current 25 to 10,000. House Rules Committee Chairman Dan Doyle, R-Salem, is right. The bill's proposed requirement is too stringent.
