MERIDIAN--When you pull up to the Regional Counterdrug Training Academy (RCTA), you better be on your best behavior. The parking lot is full of cars from a wide range of law enforcement agencies. The markings include Georgia, Tennessee, Alabama, Louisiana and Mississippi.

The RCTA facilities are 12 miles north of Meridian on the western edge of the Meridian Naval Air Station. So you will have already gone through a security check to get on board and you've also heard that the base speed limits (ranging from 20-40 mph) are strictly enforced. Suffice it to say that the area isn't rife with crime.

Colonel Sidney E. McDaniel of the Mississippi National Guard is the commandant of the RCTA. The balding bespectacled McDaniel's demeanor more closely resembles what you'd expect from his childhood nickname that stuck--Danny (his Irish neighbor loved the song "Danny Boy")--than his 56 years. His sprightly manner and quick answers convey a youthful activism and strong interest in his mission.

The RCTA graduates about 4,000 students annually with an average weekly student load of about 150. The length of the 37 courses can vary from three days to two weeks and they range from the most elementary counter-drug subjects to the most sophisticated.
