Eugene City Councilor Scott Meisner and challenger Andrea Ortiz staked out slightly different positions Thursday night on the hot-button question of the city annexing properties in the River Road area.

Meisner and Ortiz are competing in Ward 7, a political precinct with boundaries redrawn since the 2000 election.
