With the European Parliament passing the second EU energy directive this month the timetable for a fully competitive gas and electricity market by 2007 has been firmly set in motion. While much has been achieved in the four years since the first directive, in 1999, Europe still remains a patchwork of competition today. To move to a fully competitive and efficient internal energy market in the four years until 2007 will still prove onerous, particularly as the EU will enlarge to 25 Member States in May 2004 and these new Member States will be subject to the new energy directive.

Included in the new directive are a number of issues where the original text has had to be amended to ensure the passage of the legislation. Among these are regulation, the labelling of energy sources, trans-European energy networks and nuclear decommissioning.
