The Chargers' amended plan for a new football-only stadium entails turning the Qualcomm Stadium site into the largest-yet City of Villages model, one that includes more than 6,000 residential units as well as office, retail and park space.

"We've come to the conclusion this is a feasible development, but it's a concept," said Mark Fabiani, the Chargers' special counsel. "It's a first step. To turn it into a reality, there has to be an intensive public process that will take the next several years."
