Article Excerpt CHULA VISTA -- It could be called a tale of two cities, Southern California-style.
On either side of Interstate 805, Chula Vista, San Diego County's second-largest city, appears to be two distinct communities--one old, and one new.
On the west end, the South Bay city offers underappreciated treasures like parks skirting San Diego Bay, which are hidden by hulking industrial buildings and shipyards. The historic downtown reflects a small-town, Main Street charm. In nearby neighborhoods, apartment buildings mingle with older houses.
To the east, the old farms surrounding Otay Lakes are long gone. The rolling hills are being topped with master-planned communities. Thousands of new homes are surrounded by walking paths, open space preserves, and a growing collection of big-box stores.
After years of robust construction in the east, city officials are asking builders to slow the pace while also seeking redevelopment to improve older neighborhoods in the west.
Homebuilders negotiated an agreement earlier this year with each other and with the city to limit the number of building permits issued for housing over the next three years.
