NEW YORK -- Ecuador's government has reached a decision about how much crude to send through the country's public and private pipelines. The problem is, it hasn't bothered to inform partners in the Oleoducto de Crudos Pesados (OCP), a recently completed line that carries heavy crude from the Amazon.

The lack of communication -- as well as outstanding disputes over value added tax (VAT) tax refunds and labor opposition to private involvement in the oil sector -- bodes ill for President Gutierrez's plans to attract $6 billion to $12 billion in new investments to Ecuador.
