Article Excerpt MADISON COUNTY -- At the Ecole de Beaux Arts in Paris during the 19th century, students traditionally hopped on charrettes, or "little carts," that were being trundled down the aisle by proctors collecting final drawings. Minutes before the strict deadline, the artists furiously added last-minute details to their presentations.
Based on a similar spirit of intensity for neighborhood development planning, Jacksonians had a rare opportunity last month to collaborate in a charrette, a time-limited design event. Real estate developers, architects, and builders brushed the finishing touches on a master plan of The Town of Lost Rabbit, a 260-acre heavily wooded tract of land buffered between the historic Natchez Trace Parkway and the 33,000-acre Ross Barnett Reservoir in Madison County.
Four partners--Mark Frascogna, Richard Ridgway, David Lane and Michael Barranco--formed Neopolis Development, LLC, to develop the property, which is being leased from the Pearl River Valley Water Supply District and is accessible via Hoy Road and Old Canton Road-North.
"There's no other development on the reservoir like The Town of Lost Rabbit," said Frascogna. "It is going to be a neighborhood where mature forests, breathtaking views, knowing your neighbors, and sharing a sense of community are all natural amenities."
Conjuring up a community
The planning sessions were held July 17-21 at the Belhaven College Center for the Arts Concert Hall, beginning with an overview of the Traditional Neighborhood Development (TND), part of time new urbanism movement that represents a resurgence of neighborhood-based design, and closing with a presentation of The Town of Lost Rabbit, including a review of the renderings, streetscapes and documents produced during the charrette and the master plan, which represented the team's combined...
