TEL AVIV - Israeli officials say they are honoring the cease-fire with Palestinians, even as they observe militants making explosive belts for suicide bombers and new rockets to fire at Jewish neighborhoods.

"During the cease-fire we've become much more sensitive," said a senior Israeli officer who spoke on the condition of anonymity. "Why? We don't want the government to become embroiled with the U.S. because of one of our missions."
