State rebuffs protest of Northville land pick

The state has denied a protest by an unsuccessful bidder for the Northville Psychiatric Hospital site. In a letter sent Wednesday, Michigan Department of Management and Budget Director Mitch Irwin disputed assertions made by Livonia-based Rock Construction Co. Inc. that the bidding was unfair. Rock, whose $76.7 million bid was the highest for the 400-acre property, had filed a protest that cited "an illegal, arbitrary and capricious course of conduct,'' including "improper meetings'' with winning bidder Grand Sakwa Properties L.L.C., which submitted a $76 million bid. Rock plans to further contest the award and seek a temporary restraining order to prevent the state from completing the sale. Grand Sakwa filed a complaint in Ingham County Circuit Court, asking the court to confirm the award.
