Elgin is planning to go all out for its 150th birthday. The city has budgeted $59,000 for the celebration.

More amazing is the $300,000 set aside to build a new fountain or other monument commemorating the sesquicentennial at Fountain Square near Elgin Community College's downtown campus.

I would like to suggest that the $300,000 be used to build a gigantic compost bin so residents of Elgin can dump their springtime...
