Article Excerpt Natural Gas in Asia, edited and written by IAN WYBREW-BOND and JONATHAN STERN, with contributions by DAVID FRIDLEY, NAJEEB JUNG, AKIRA MIYAMOTO, AND KEUN-WOOK PAIK (Published by Oxford University Press for the Oxford Institute for Energy Studies, 2002), 336 pages. ISBN 0-19-730029-4
The gradual displacement of oil by natural gas has been the most significant development in energy markets in the last quarter century. Asia, however, has lagged behind other regions in gas development. There are a variety of reasons for this -- erratic economic growth that makes it hard to plan a fixed-cost infrastructure, geopolitical constraints that encompass a mismatch of resources and markets, costly pipeline expansion in developed urban areas, and government policies that have unnecessarily constrained competition by preserving the rights of incumbent utilities and state-owned monopolies. Further, in the case of China and to a lesser extent India, there are abundant supplies of relatively low-cost coal.
Although key Asian countries may have been slow to recognize the potential of natural gas, there has been a surge of interest in the last five years, prompted by concern to reduce the emission of greenhouse gases, increasingly optimistic resource estimates of gas deposits in the region, lower LNG costs, and recognition that robust gas supplies are a necessary component of electricity market liberalization. Natural Gas in Asia makes a significant contribution to the ongoing debate by organizing focused expertise on China, India, Japan, Korea, and gas-producing regions, including the Russian Far East. For anyone concerned with energy and gas development in Asia, this book is an essential source of information and analysis. These articles in sum provide updated data, background on policy developments, project analysis, and identification of the major participants in Asian energy development. It is not possible in this short space to cover all of the analyses this book provides; rather, this review attempts to h ighlight some of the more interesting issues....
