Blum, president of International Advisory Services Group Ltd., Washington, D.C., on April 9, about various international trade issues. A former foreign service officer, Blum has advised U.S. and foreign clients on antidumping and subsidy issues.
201'S EFFECTIVENESS?
Asked what the primary benefits of the Bush administration's Section 201 trade remedy have been for the U.S. steel industry and for steel service centers, Blum says there is no simple answer. "The program affects roughly one-quarter of the imports. The impact of the measure has to be separated from the supply-demand conditions overall, which really generate the price movements," he says.
