On June 30, Qwest sent its Eugene customers a letter urging them to sign an initiative petition "getting rid of" an annual fee the city charges all telecommunications providers, with minor exceptions. The Qwest letter was disingenuous, to say the least.

First, a little background:

Deregulation under the Federal Telecommunications Act of 1996 and new technologies such as wireless communications and fiber optics presented local governments with many new challenges. Cities had to revamp their regulatory programs and revenue structures to meet new federal goals and requirements, develop new programs to deal with such matters as siting of cellular phone towers, and gear up to take advantage of the new technologies.

Soon after the act was passed, the Eugene City Council established a Council Committee on Telecommunications, with councilor Nancy Nathanson as chairwoman. After...
