SPRINGFIELD - Suburban schools would avoid deep funding cuts but Elgin's Grand Victoria and other casinos would see their taxes soar under budget plans lawmakers advanced late Friday.

Attempting to wipe out a nearly $5 billion deficit, lawmakers also advanced plans to sell the James R. Thompson Center in downtown Chicago, the tollway's headquarters in Downers Grove, and land surrounding the Elgin Mental Health Center.

Yet lawmakers voted down ending at least one tax break dealing with out-of-state natural gas sales, potentially derailing a balanced budget agreement and jeopardizing the added school funding....
